This design is a symbol of the ancient goddess Hecate (also spelled Hekate) of protection, prosperity, and blessings. Her spinning wheel (the strophalus, sometimes also spelled stropholos or strofalos) was used in divination. She is also known as a goddess of the crossroads, and of the Moon.
